Vintage 90's DIY Prairie Skirt

Okay, so here's the thing about this skirt: we literally have no idea what's going on with it. It's a blue handmade-loooking ruffle skirt with white lace trim, but then there are these symbols sewn all over it and we cannot figure out what they are. We've consulted friends, we've google reverse image searched it, we're out of ideas. So hopefully it's nothing horrible, and you will love this skirt??? Idk man.
